Rail Safety Accreditation for Winslow Infrastructure

Winslow Infrastructure is a leading civil construction company delivering large-scale infrastructure projects across Victoria. As part of their growing involvement in rail projects, Winslow was selected to deliver critical works on the Maribyrnong River Rail Bridge—a key component of the Melbourne Airport Rail Link. This required their existing OFSC-accredited and AS 45001-certified safety management system to be reviewed and aligned with the rigorous requirements of the Office of the National Rail Safety Regulator (ONRSR).

Work Safety Hub partnered with Winslow to review, analyse, and amend their safety management system to meet ONRSR conformance standards. Our work ensured that their systems were not only compliant with rail safety regulations but also practical and effective for use in high-risk rail environments. This alignment enabled Winslow to secure regulatory approval, positioning them to safely and successfully deliver the Maribyrnong River Rail Bridge project.

CHALLENGES

  • Navigating Complex Rail Safety Regulations
Meeting the stringent requirements of the Office of the National Rail Safety Regulator (ONRSR) presented new regulatory challenges beyond their existing certifications.
  • Aligning Multiple Safety Standards
Integrating ONRSR requirements into an already accredited OFSC and AS 45001-certified safety system required careful analysis to avoid conflicts or duplications.
  • Ensuring System Practicality for Rail Operations
Adapting the system for the unique risks and operational realities of rail construction demanded solutions that were both compliant and workable on site.
  • Tight Project Timelines
Securing regulatory approval within project delivery deadlines required a streamlined approach to system review and modification.
  • Bridging Experience Gaps in Rail Safety
While experienced in civil infrastructure, Winslow was expanding into the rail sector, requiring new competencies in rail-specific safety systems.
  • Maintaining Workforce Engagement
Changes to safety systems risked confusion or resistance, making it essential to ensure the workforce understood and supported the new requirements.
  • Satisfying Stakeholder Expectations
As part of a high-profile rail project, Winslow had to meet the expectations of multiple stakeholders, including the Victorian Government and transport authorities.
  • Future-Proofing the Safety System
The system needed to not only meet immediate ONRSR requirements but also position Winslow for ongoing growth in the rail sector.
Moving safety forward

  • Leadership and Workforce Confidence Increased
Leaders and teams gained greater confidence in the updated system, knowing it met rail safety requirements while enabling safe, productive work.
  • Positioned for Future Rail Sector Growth
Winslow is now well-placed to pursue further rail projects, with a safety system capable of supporting complex rail infrastructure delivery.
  • Safety as an Enabler of Performance
The project reinforced that safety is not just about compliance—it can drive operational success by ensuring teams are equipped to work safely and efficiently.
